I would add some tall privacy trees to block the neighbors view of the hot tub area and make it feel less exposed. To bring down the cost of the fire pit area, search for seating options that wouldn't be permanent and would be more inviting to sit on (a comfortable set of really nice outdoor chairs with backs). People are more likely to actually hang out in areas with comfortable seating so this space would be utilized instead of being a decoration. Just my quick opinion.
